In August 2004, the first phase of four-laning U.S. Highway 12 in Walla Walla County was completed. The project expanded a narrow two-lane highway into a divided four-lane highway and was finished ahead of schedule and on budget.

On March 23, 2005 the U.S. Highway 12 Coalition unveiled a commemorative drawing celebrating the completion of the first phase. Joyce Anderson, a Walla Walla artist, was commissioned to prepare the watercolor drawing. The drawing is of the Casey Pond wildlife area. It reflects the Washington State Department of Transportation's commitment to enhancing the safety of U.S. Highway 12 while protecting and improving the environmental character of the Casey Pond area.
